JusTech in Colombia

This week JusTech partnered with the Institute for Latin American Peace and Security (ILAPS) to present on international law and evolving defense technologies to military leadership at the Colombian War College in Bogotá. The presentations addressed critical challenges around the responsible development and deployment of AI systems in military contexts, including ethical frameworks and compliance with international humanitarian law. The team also presented at a regional roundtable discussion with military and security representatives from Brazil, Ecuador, Argentina, Mexico, and Colombia, along with regional security experts. JusTech looks forward to continuing these vital conversations with stakeholders across the region and beyond, with more collaborative initiatives on the horizon.

Meet the Team

  • David Scheffer

    David Scheffer was the first U.S. Ambassador at Large for War Crimes Issues and negotiated the creation of five war crimes tribunals. He led the U.S. delegation in U.N. talks leading to the establishment of the International Criminal Court.

  • Vitaliy Goncharuk

    Vitaliy Goncharuk: CEO of 12New.AI, A19Lab and Augmented Pixels(AI-Navigation for Drones, acquired by Qualcomm in 2022), former Chairman of AI Advisory Committee under Ukraine's Cabinet of Ministers, contributor to U.S. State Department's Political Declaration on Responsible Military Use of AI and Autonomy. 

  • Andrew Cheatham

    Andrew Cheatham is the Director of JusTech, having previously led work on disruptive technologies and conflict at the United States Institute of Peace (USIP). He is Chief Counsel and Managing Director of Pragmatic Panic Legal and Social Services.

  • Walker Robinson

    Walker Robinson is the Strategy and Policy Officer at JusTech. His work covers artificial intelligence (AI), U.S.-China technology competition, U.S.-China-Taiwan relations, technology and human rights, U.S. national security, critical infrastructure, and emerging technology policy.

  • Kyle Jensen

    Kyle Jensen is the Chief Operating Officer for Pragmatic Panic and JusTech. He is a strategic program and communications professional with experience supporting executive leadership and coordinating cross-functional initiatives in policy-focused and mission-driven environments. He has led the development of enterprise systems to track organizational priorities, and managed high-level communications for governance and inter-agency audiences.
